The songs in the inaugural Unitec Pacific Songwriting Competition have been written and sung with the seven finalists selected by a group of judges.

Voting for the People’s Choice is now open and the song with the most views on 25 October will win the $1,000 prize.

The Unitec competition called for songs with at least 50 per cent Pacific language content. A lot of entries were received with the top seven for each Pacific language week being put forward for the public to listen to.

Competition organiser Pat Mose said the judges were impressed by the standard of songs put forward.

“It’s not easy writing a song but everyone who entered did a great job – the seven winners have done a great job,” he said.

“There is so much Pacific talent out there it’s great to see some being exposed through this competition with their original songs.”

The songs can be viewed at www.unitec.ac.nz/pacificsongs. The song with the most views on October 25 will win a $1000 voucher from Westfield or Music Planet prize.

Voreqe Bainimarama, Fiji’s military ruler for the past eight years appeared to be headed to a decisive victory to become Fiji’s elected leader.

When votes from three-fifths of polling stations were counted, Bainimarama’s Fiji First party was winning 60 per cent of the vote, while its closest rival, the SODELPA Party, was trailing with 27 per cent. The margin will ensure Fiji First will be able to rule outright in the Parliament under the country’s proportional system.

However, in later developments, leaders of the five major opposition parties today signed a joint statement rejecting the general election as free and fair – even before the counting had ended.

Mads Anneberg reporting from Suva said SODELPA, National Federation Party (NFP), People’s Democratic Party (PDP), One Fiji Party and the Fiji Labour Party said they reject the result “based on the evidence available which points to a coordinated and systematic effort to defraud the citizens of Fiji of a free and fair election”.

<img class="size-medium wp-image-4617" src="http://i2.wp.com/pacificguardians.org/blog/wp-content/uploads/2014/09/SODELPA-leader-Ro-Teimumu-Kepa-at-the-opposition-parties’-press-conference-today.-Photo-Mads-Anneberg-Republika-Magazine.jpg?resize=300%2C199" alt="SODELPA leader Ro Teimumu Kepa at the opposition parties’ press conference today. Photo: Mads Anneberg/Republika Magazine

The parties claim there has been tampering of ballot boxes. SODELPA leader Ro Teimumu Kepa said they wanted their issues addressed before they would accept the result of the election.

Minister Responsible for Elections Aiyaz Sayed-Khaiyum said he did not give much credibility to the statement.

“I do however give credibility to the findings of an independent group,” he said referring to the Multinational Observer Group (MOG), that has not reported any major problems with the election.

At an almost simultaneous press conference earlier this afternoon, the MOG announced it was happy with the process.

In its preliminary statement, MOG said “the outcome of the 2014 Fijian Election is on track to broadly represent the will of the Fijian voters”.

It added, “The conditions were in place for Fijians to exercise their right to vote freely.”

MOG Observer Coordinator Andrew Goledzinowski commented on the opposition’s claims saying:

“We’ve made an effort to validate such claims but have not been able to do so. We’re not dismissing the claims, we’re saying we are open to receiving evidence.”

Supervisor of Elections Mohammed Saneem said he had not yet received any formal complaints from the parties.

“They know the procedure and they have not followed it,” he said.

Saneem also said the claims needed to be specific in order for him to consider them.

Therefore, he said, counting would not stop, as the opposition has demanded.

He also clarified that counting had not stopped during the morning as some reports said.

Opposition leaders, including SODELPA’s Ro Teimumu Kepa and NFP’s Dr Biman Prasad, met at Cafe Thirty in Suva this afternoon to discuss their issues with the counting of votes.

Voting is underway in Fiji’s first election since the Voreqe Frank Bainimarama-led military coup in 2006. Results should be known Thursday according to Radio Australia correspondent Liam Fox and self-appointed prime minister Bainimarama is the favourite to win the poll.

By Liam Fox for Radio Australia

People started lining up outside polling booths an hour before they were due to open at 9.30am reported Mr Fox.

In some places queues were several hundred metres long.

People said they were happy to be exercising their right to vote and choosing their own government after nearly eight years of military rule.

It is the first time polling has been conducted across the country in a single day, but the process in Suva appeared to be proceeding smoothly.

Many people were dressed in their Sunday best for the occasion, which local man Irivi Draundalo said represented a return to democracy that should usher in a new era of stability.

“I’m optimistic,” he said as he waited with hundreds of other voters outside the Vatuwaqa Public School just outside Suva.

“After eight years, I’m looking forward to it [voting]. There’s been too many coups. Fiji needs a new government with real democracy.”

Fiji’s president, Ratu Epeli Nailatikau, called for a violence-free election ahead of today’s poll.

He said all parties should accept the result of a ballot he described as “the first free and fair elections” in Fiji’s history.

Fiji’s military said the lead-up to the election had been violence-free, but there have been reports of voter intimidation.

Speaking to the Fiji Broadcasting Corporation, Brigadier General Tikoitoga did not release details of the alleged threats.

“The very same people who didn’t want the military to provide the security … are now creating an atmosphere of intimidation against the people or parties that want to cast their vote in a free and fair environment,” he said.

Brigadier General Tikoitoga said the army is on standby.

OBSERVERS CALL FOR FAIR ELECTION

The European Union is part of the multinational observer group monitoring the elections.

European Commission spokeswoman Maja Kocijancic said credible elections would allow the EU to resume full development cooperation with Fiji.

“Fiji’s return to democracy is crucial for the country but also for the wider Pacific region,” she said.

“We as the European Union are providing support for the democratic process and will continue to accompany Fiji on this journey.”

Former Australian defence minister Peter Reith is co-leading the 14-member observer group.

Interim prime minister Frank Bainimarama, a former military commander, is favourite to win the election.

The question appears to be not whether his Fiji First party will receive the most votes, but whether it will gain an outright majority of Parliament’s 50 seats under Fiji’s new proportional system.

There are a number of parties fielding candidates including the mainly indigenous i-Taukei Social Democratic Liberal Party, the Fiji Labour Party and the United Front for a Democratic Fiji.

Vote counting is due to begin as soon as the polls close at 4.00pm AEST (6.00pm Suva time).

Although full results will not be available for some time, the winner is expected to be known within 24 hours.

The United Nations confirmed the release of the 45 United Nations soldiers seized by Jabhat al-Nusra militants in the region between Israel and Syria.

It said all the peacekeepers were in a good condition.

Fiji’s interim prime minister Frank Bainimarama described the men as “heroes”.

“They kept their cool and showed restraint under the most extreme circumstances imaginable [and] because of their discipline, not one militant was killed and none of our soldiers were harmed,” he said.

“As I often say, Fiji stands tall and proud in the world, and today because of these brave men, we stand even taller and prouder.”

Fiji currently has 734 personnel on UN peacekeeping missions, of which the majority are troops.

Mr Bainimarama said despite the events in Golan Heights, his country would continue to be involved in the UN’s peacekeeping efforts.

“It is a noble mission, which we will continue to perform whenever we are called on by the United Nations to serve,” he said.

“For the families, as for all Fijians, it is a matter of great pride that our peacekeepers are able to make such a significant contribution to the wellbeing of others who are less fortunate than us – who are vulnerable living in places that have been torn apart by division and violence.”

UN secretary-general Ban Ki-moon welcomed their release and, according to a spokesman, demanded all parties in the area respect the UN force’s “mandate, freedom of movement and the safety and security of its personnel”.

A UN spokesman said no ransom had been requested for the Fijian peacekeepers and none was paid.

He said the UN mission in the region remained viable and would continue to fulfil its mandate.

The fate of 45 Fijian soldiers captured is in limbo as negotiations to free them collapsed today.

The soldiers were captured on 28 August while on a UN peacekeeping mission in Syria. They are being held in an unknown location by the al-Qaida-linked Nusra Front.

This was confirmed by Brig. General Mosese Tikoitoga, head of the Fiji military in a statement issued this morning.

“At this stage we still cannot locate the 45 soldiers that are being held by the Al Nusra Group. Again, negotiators are working hard, trying to re-establish communications with Al Nusra who at the moment have not made any contact with our negotiation team,” Tikoitoga said.

“So they are trying their best to re-establish negotiations with them; but again we’ve been assured by the negotiators that this is normal under the circumstances.”

Brig. General Tikoitoga speculated that the Nusra Front would probably come back to negotiations but does not know when.

As talks stall, there is international conjecture as to why in the Golan Heights mission, the Fijians were apprehended without a struggle, while the Filipino soldiers were able to resist and make a daring escape.

Reports from sources point to the lack of military training for Fijian recruits since the 2006 coup as a possible reason.

James Brown, a military fellow at Australia’s Lowy Institute for International Policy and a former Australian commander, said that prior to 2006, the Fijians were good soldiers he told the Associated Press.

“Their basic military skills were pretty impressive. They did lots of training in Fiji and lots of training with us,” he said. “Obviously, they lack a lot of sophisticated equipment that other militaries have. They don’t have the intelligence and surveillance systems.”

Brown said he can’t be sure how well trained the Fijians have been since the coup. He said he’s aware they’ve been doing some training at a national defense university in China, which has become a close ally to Fiji in recent years.

Brig. General Tikoitoga acknowledged that some of the captured soldiers had no previous peacekeeping experience before being placed in one of the world’s most dangerous and volatile regions.

“There’s a mixture of old soldiers and new soldiers,” said Brig. Gen. Tikoitoga. “In every peacekeeping mission we go to, we take new soldiers as well.”

He said his soldiers have never before faced the level of radicalism they’ve found in Syria.

“These Fijian soldiers have watched armed elements behead people beside their gate,” he said. “That would have weakened anybody in their right mind.”

Tikoitoga said the Fijians were overmatched with the firepower of the insurgents and he agreed with the decision by the U.N. peacekeeping commander to surrender and turn over their weapons.

The forty-four Fijian soldiers working as U.N. peacekeepers remained captive to a militant group in Syria Friday while 75 Philippine soldiers were in tense standoff with the rebels, according to the two Pacific nations.

Both nations remained hopeful the impasse could be resolved without bloodshed.

Fijian Commander Brig. Gen. Mosese Tikoitoga said he’s been informed his soldiers are alive and unharmed, although hasn’t been able to contact them directly.

Philippines President Benigno Aquino III said that while the situation remained tense, there was no reason to believe his troops faced immediate danger.

The events began Thursday morning on the Syrian side of the Golan Heights, an area divided between Israel and Syria.

Tikoitoga said three vehicles filled with about 150 armed rebels converged on the Fijian camp at about 7:30 a.m. He said the rebels demanded the Fijian soldiers leave within 10 minutes and insisted they board the rebel vehicles. The Fijians were then taken by the rebels to an unknown location. He said he’s been told they were later transported back to their original post.

“We are all doing our best to ensure the safety of (those) that are currently being held captive,” Tikoitoga said.

President Aquino III, who was travelling south of Manila, told a crowd that the situation involving the Filipino peacekeepers was “stable.”

Brig. Gen. Domingo Tutaan said the rebels surrounded two encampments about 4 kilometers (2.5 miles) apart occupied by Filipino peacekeepers and demanded that they give up their firearms, but the peacekeepers refused. “This resulted in a standoff,” he said, reading from a statement.

However, “the potential for de-escalation is still positive,” he said. The military leadership in the Philippines was in direct communication with the peacekeepers, he added.

“Our soldiers are prepared, trained and capable of dealing with this situation and will take risks to fulfill our commitment to international security and peace. The peacekeeping contingent has the right to defend its position and the units in line with United Nations protocols and rules of engagement,” he said.

Tutaan said an English-speaking Fijian peacekeeper was sent by the rebels to tell the Filipinos to give up their weapons.

Col. Roberto Ancan, commander of the Philippine military’s Peacekeeping Operations Center, said the soldiers were armed with assault rifles, light machineguns and pistols and had enough ammunition to defend themselves.

“We have our rules of engagement wherein we can use deadly force in defense of United Nations facilities,” he said.

Meanwhile, Fiji’s commander asked people from his nation to pray for their soldiers. Fiji has one of the world’s smaller militaries, comprising just 3,500 troops, of which 434 had been sent to assist with peacekeeping efforts in the Golan Heights.

The United Nations said initially that 43 Fijian soldiers had been detained and 81 Philippine peacekeepers had been effectively trapped after being restricted to their positions in the vicinity of Ar Ruwayhinah and Burayqah.

Fiji later clarified that 44 of its soldiers had been captured, while the Philippines military said 75 of its troops were trapped.

U.N. Secretary-General Ban Ki-moon on Friday condemned the detention of the Fijians.

“I call for their immediate and unconditional release as well as action for the scores of peacekeepers from the Philippines who are also affected,” he said in Bali, Indonesia.

He said the U.N. will do everything possible to secure the release of the soldiers.

Fiji said it would not be pressured into withdrawing from its peacekeeping efforts in the Golan Heights.

“We will not shy away from that responsibility under these circumstances,” Tikoitoga said. “We will continue to work very hard for the release of our men and at the same time we will put all our men on alert to ensure that no further incidents of this sort happen to them.”

The developments have come during a period of increased fighting between armed elements and the Syrian Arab Armed Forces, the office of Ban said in a statement.

The statement did not specify which armed group is holding the peacekeepers. Various Syrian rebel groups, including the al-Qaida-linked Nusra Front, have been fighting the Syrian military near the Golan Heights.

A large group of Fiji Army soldiers serving with the UN have been taken prisoner in the Golan Heights on the Israel-Syria border.

A United Nations spokesman in New York, Stephane Dujarric, said the 43 captured Fijian soldiers were in a group of 81 peacekeepers from the Philippines and Fiji.

“During a period of increased fighting beginning yesterday between armed elements and Syrian Arab Armed Forces within the area of separation in the Golan Heights, 43 peacekeepers from the United Nations Disengagement Observer Force were detained early this morning by an armed group in the vicinity of Al Qunaytirah,” the UN press office said in a statement.

Another 81 UNDOF peacekeepers were being restricted to their positions near Ar Ruwayhinah and Burayqah.

Reuters reported that the peacekeepers were captured by “an armed group” near the demarcation line between the two countries.

The UN said in the statement that it was making every effort to secure the release of the captured peacekeepers. It did not identify the captors, but it appeared likely that they were rebel fighters. A number of peacekeepers from the same UN mission were held by rebels last year and later released unharmed.

Syrian rebels and government forces have been clashing in the area, especially around Quneitra, the only border crossing between Syria and the Israeli-held territory. On Wednesday, fighters from a number of Syrian rebels groups, including the Nusra Front, which is affiliated with al-Qaeda, wrested control of the crossing from Syrian government forces.

Anti-government activists in the area who work with the rebels were not available for comment.

UNDOF monitors the area of separation, a narrow strip of land running about 70 kilometres from Mount Hermon on the Lebanese border to the Yarmouk River frontier with Jordan. There are 1223 UNDOF peacekeepers from Fiji, India, Ireland, Nepal, the Netherlands and the Philippines. The force has been monitoring a ceasefire and military disengagement agreement between Israel and Syria in the area since 1974.

Before the Syrian civil war, now in its fourth year, the region was generally quiet and the peacekeepers had mostly found their biggest enemy to be boredom.

Fighting continued in the border region on Thursday. The Syrian government mounted airstrikes and killed at least three rebels, bringing the total opposition death toll in the battle to 16 since Wednesday. The government did not comment on the fighting near the border crossing or say whether any of its soldiers had been killed.

The United Nations said it was restricting another 81 of its peacekeepers in the area to their bases because of the fighting.

Sonny Bill Williams will be in Samoa next week to attract more Samoans to the game of rugby league.

His visit is part of the National Rugby League (NRL) push to expand into more Pacific islands.

The head for the NRL, Mr Dave Smith, said the Pacific Islands – Samoa, Fiji, Tonga and Papua New Guinea – would play a crucial part in the game’s future. Already, about 37 per cent of NRL players come from the Pacific Islands he added.

A statistic that has now formalized into action when the NRL launched the Pacific Strategy yesterday. A concept Sonny Bill tweeted as “Great and xxciting times for the NRL.”

Aimed at strengthening rugby league by building stronger business and community ties in the Pacific Islands it hopes to activate support by developing closer ties with government and business connections throughout the Pacific said Mr Smith.

Next week is the first part of the strategy with Mr Smith, Sonny Bill Williams and Kangaroos coach Tim Sheens heading to Samoa to promote the message. They will be meeting with government and business officials as well as conducting football clinics and education programs for children.

Later in the year, superstar fullback, Jarryd Hayne and other NRL stars have been earmarked to visit Fiji to promote the strategy.

Mr Smith said the Pacific Nations had the potential to become powerhouses of the game.

“The interest in our game in Samoa is incredible, especially now that they have qualified for the Four Nations tournament at the end of the year,” he said.

“And, with the next World Cup in 2017, there is no reason one of the Pacific nations cannot make the finals of our biggest international event.

“We saw Mal Meninga coaching the Papua New Guinea Kumuls for the last World Cup and we have seen the PNG Hunters perform incredibly well in the Queensland Cup.

“So the game is on the rise in the Pacific and the timing is perfect to build our relationships on and off the field.”

Mr Smith said the Pacific Strategy would focus on:

Game development

Player welfare

Commercial and corporate opportunities

Supporting education, social and community outcomes

Strengthening the Rugby League bodies in each nation to build the international game

Mr Smith said one of the great aspects of the program was that it enabled NRL stars like Sonny Bill Williams and Jarryd Hayne to give something back to their homelands.

The players will combine skills clinics with educational programs aimed at teaching children how to eat well and lead healthy lifestyles.

Tim Sheens, who has coached some of Australia’s finest players will also conduct coaching clinics and classes for children.

Mr Smith said the NRL already had 12 staff in Papua New Guinea who would teach life skills to about 50,000 students in 80 schools over the next three years.

“We are looking to engage up to 10,000 students in Samoa and Fiji through the NRL’s literacy and anti-bullying programs which will replicate our current “League for Life” Program in PNG.

“At the same time we want to help young people in Fiji, PNG, Samoa and Tonga develop their rugby league careers by expanding the pathways already in place which enable them to play in local competitions and, ultimately, their national teams.”

Sonny Bill said he was looking forward to working with the Samoan children and communities to help improve their

“I don’t think there is anything better than knowing you helped change someone’s life for the better,” he said.

“So if we can educate Samoan school children about nutrition and healthy lifestyles – and throw in some football skills as well – it will be a great outcome.”

Jarryd Hayne said playing for Fiji in the World Cup was one of the most memorable experiences of his life.

“I love the idea of giving something back to the people of Fiji and the beauty of this program is that it is all inclusive – it reaches out to boys and girls and covers everything from literacy and maths skills to sporting and social skills.

“It also encourages teamwork and we all know how important that is on and off the field.”

Rear Admiral (Retired) Voreqe Bainimarama arrives in New Zealand to meet members of Fiji’s expatriate community. The New Zealand Government says the trip is not an official visit and no ministerial meetings will be held.

However, Pacific Guardians is aware New Zealand political parties and candidates have been issued a briefing by global human rights activist movement Amnesty International.

The briefing calls on parties and candidates to commit to:

Protecting freedom of expression, peaceful assembly and association;

Upholding workers’ rights;

Stopping torture; and

Strengthening human rights in the national legal framework.

Amnesty warns that “Respect for human rights often deteriorates in the lead up to elections” and is urging all political parties and candidates to use the upcoming months to call for the promotion and protection of human rights.

This year, Fiji will go to the elections on 17 September and New Zealand on 20 September.

In a document titled Fiji: Play Fair, A human rights agenda, Amnesty provides evidence on the continued suppression of freedom of expression, violations of workers’ rights and use of torture by security forces, all of which the Fiji government must urgently address.

“A combination of draconian laws, a pattern of intimidation and harassment of those who are critical of the government, as well as reports of torture by the security forces, have created a climate of fear in Fiji,” said Grant Bayldon, Executive Director at Amnesty International New Zealand.

They say that despite Prime Minister Bainimarama’s commitments to create “a level playing field for all Fijians,” human rights defenders, journalists and trade union leaders continue to face harassment and intimidation for peacefully carrying out their legitimate work.

The briefing documents the case of Kris Prasad, a peaceful activist for the rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people. He was one of 12 people arrested in September 2013 for peacefully protesting against the new Constitution, which came into force that month.

In late April 2014, police again contacted Prasad and other activists, saying that they wanted to reopen the investigation and conduct further interviews – measures that Prasad describes as “tactics of intimidation”.

“Restrictions on freedom of expression, assembly and association in Fiji should be lifted and acts of intimidation and harassment against government critics and peaceful activists must stop,” said Grant Bayldon.

The Government continues to violate workers’ rights by banning strike action for many industries and by intimidating and harassing trade union officials.

Amnesty International NZ says it will continue monitoring the situation and urging the Ministry of Foreign Affairs and Trade to raise key human rights concerns in New Zealand’s recommendations to Fiji at its UPR in October this year.

Amnesty International continues to call for all human rights to be respected in Fiji.

“Our 2014 list shows the benefit of our ongoing rejuvenation programme. If National was able to match its election result from 2011, we would bring in as many as 13 new MPs, alongside 46 returning MPs.

“With the depth of talent we have to choose from, settling on a list that balances new blood alongside valuable experience was not an easy task. However, we believe we’ve struck the right mix that will allow for renewal and continued stability in a third term.”

A list ranking committee made up of about 30 delegates from around New Zealand gathered in Wellington yesterday to settle on the List rankings for the September 20 election.

Mr Goodfellow believes the list underlines National’s credentials as a strong economic manager which is working hard for all New Zealanders to deliver more jobs, better public services, and higher wages.

“Our list draws on people from all walks of life, from the social sector, to medicine, business, and agriculture. We have a good blend of candidates from a variety of diverse backgrounds.”

Mr Goodfellow says that sitting MPs and Ministers have been broadly ranked in their current order, but also notes there are a number of electorates with new candidates who are likely to join #TeamKey in September.

“The Party is in great heart, and I want to thank all those MPs who are retiring at this election for their contribution to their country. I also want to thank their families for the sacrifices so many of them have made to support a busy MP.

“Despite positive polling the National Party has a huge task ahead to ensure our supporters get out and vote at this election. An unstable far left coalition remains a very real risk to New Zealand’s positive outlook.

We’ll be working very hard until polling day to sell our positive cohesive plan for New Zealand that builds strongly in what the country has achieved over the last six years.”

The National Party List for the 2014 General election is:

1 John Key Helensville
